The Court of First Instance of the Shkodër Judicial District has executed 14 security measures for the criminal offenses “Abuse of duty”, “Violation of the equality of participants in public tenders or auctions” and “Theft by abuse of duty”, committed in cooperation.

The Court of First Instance near the Shkodër Judicial District has decided to assign the measure of “Prison” to 9 employees:

1. SR Chief Commissioner, 41 years old, employed at DVP Shkodër, suspected of the criminal offense of “Abuse of duty”, carried out in cooperation;

2. RP, 38 years old, with the duty of Lawyer at the Shkoder Local Police Directorate, suspected of the criminal offense, “Abuse of duty”, “Violation of the equality of participants in public tenders or auctions” committed in cooperation;

3. RK, 36 years old, with the position of Finance Specialist at the Shkodër Local Police Directorate, suspected of the criminal offense of “Abuse of duty”, carried out in collaboration;

4. MI, 66 years old, with the duty of Engineer/Mechanic at the Motor Transport sector in the Local Police Directorate of Shkodër, suspected of the criminal offense of “Misuse of duty”, carried out in cooperation;

5. AH, 38 years old, with the duty of Specialist in the IT Sector at the Shkodër Local Police Directorate, suspected of the criminal offense, “Abuse of duty”, “Violation of the equality of participants in public tenders or auctions” carried out in collaboration ;

6. LU, 37 years old, with the position of Head of the Logistics Sector at the Shkodra Local Police Directorate, suspected of the criminal offense of “Abuse of duty”, “Violation of the equality of participants in public tenders or auctions” carried out in cooperation;

7. N/Commissar XH.I., 54 years old, with the duty of Specialist in the Order Sector at the Shkodër Local Police Directorate, suspected of the criminal offense, “Misuse of duty” carried out in cooperation;

8. BM, 38 years old, currently employed as a Specialist at the Shkodër Regional Tax Directorate (former employee of the Shkodër Local Police Directorate in the position of Procurement Specialist), suspected of the criminal offense of “Abuse of duty”, “Violation of equality of participants in public tenders or auctions” carried out in cooperation;

9. AB, 27 years old, suspected of the criminal offense, “Violation of the equality of participants in public tenders or auctions” committed in cooperation.

Meanwhile, the measure “House arrest” has been imposed on 5 employees.

10. KT, 54 years old, with the duty of Specialist in the Audit Sector at the General Directorate of the State Police, suspected of the criminal offense, “Abuse of duty”, carried out in cooperation;

11. PP, 55 years old, with the duty of Specialist in the Audit Sector at the General Directorate of the State Police, suspected of the criminal offense, “Misuse of duty”, carried out in cooperation;

12. PP, 55 years old, with the duty of Specialist in the Audit Sector at the General Directorate of the State Police, suspected of the criminal offense, “Misuse of duty”, carried out in collaboration;

13. V.XH., 60 years old, with the duty of Specialist at the Finance Sector in the Local Police Directorate of Shkodër, suspected of the criminal offense of “Theft by abusing duty”;

14. AB, 34 years old, suspected of the criminal offense “Violation of the equality of participants in public tenders or auctions” committed in collaboration.

From the investigative actions, it results that during the time period from 2020 to the end of 2021, these police officers and employees of the civil administration at the Local Police Directorate of Shkodër have carried out favorable and fictitious actions, with the aim of favoring certain entities for the benefit of tenders with small values ​​that have been developed by this Directorate.

The employees of the Audit Sector at the General Directorate of the State Police, during the audit of the tendering procedures for 2020 and 2021, are suspected of having deliberately not reflected the violations committed in relation to the procurement procedures carried out by the responsible employees of DVP Shkodër.

Also, during the investigations, it was found that the employee V.XH., with the role of Specialist at the Budget/Finance Sector in DVP Shkodër, is suspected of having committed actions in violation of the law by embezzling different amounts of money in different periods of time, for herself and other employees of this Directorate, with the source of income from the salary of police officers.
