The Ambassador of the United States of America, Michael Carpenter, has published his comments regarding the report of the Head of the OSCE, Michael Davenport, on the Republic of Kosovo.
Carpenter said that the US strongly supports the work of the OSCE Mission in Kosovo and appreciates the close cooperation in support of Kosovo’s developments as a safe, democratic and inclusive member of the European community of nations.
Carpenter stressed that the work of the OSCE mission is even more important in Kosovo, given Russia’s war in Ukraine, a development that underscores the need to defend the values on which the OSCE is based and that the Mission seeks to advance through his mandate and work.
The US Ambassador to the OSCE referred to the local elections of November 2021, saying that it was a great achievement that the CEC managed to organize these elections without the support of the OSCE mission. Also, the head of the US Permanent Mission to the OSCE, said that these elections have produced many officials for the first time, which is a testament to the vitality and democracy in Kosovo.
The US mission also says it appreciates the fact that the OSCE had expressed readiness to support the participation of eligible Serbs in Kosovo in the Serbian elections.
“We encourage the continued prioritization of your team’s democratization efforts, along with good governance and gender equality in local government. “We also commend the Mission’s readiness to support once again the participation of Kosovo Serbs with the right to participate in the elections in Serbia”, it is said in the communiqué published on the official website of the US Mission to the OSCE, reports Express.
The US mission is closely monitoring incidents that have targeted the Kosovo Police in the north, saying that they condemn such and demand an investigation into them.
“These attacks took place while the sovereign authorities responsible for maintaining peace and security were carrying out their official duties. “We have issued a warning against speculation that will increase tensions and we will condemn any attempt to obstruct this essential work,” the statement said.
The US Mission to the OSCE further states that it seeks peace, justice and a future for a Kosovo that is fully integrated into the international community and part of a free and resilient Europe.
Finally, Carpenter praises the manner in which Kosovo reports periodically through the OSCE, and finally expresses regret that Kosovo is not there to represent itself. Carpeneter says he is looking forward to the day when Kosovo will be part of the OSCE mission and says such a thing could happen.
“Only by listening directly to the officials of the host country, in cooperation with the OSCE Mission in Kosovo, can we fully understand the dynamics on the ground and determine how to best deal with them.” Therefore, we welcome this practice and encourage it to continue in the future. We believe that it is unfortunate that Kosovo is not a member of this body and therefore is not able to speak for itself. “We look forward to the day when Kosovo becomes an OSCE participating State and this can happen.”
