The chairwoman of the SMI, Monika Kryemadhi has raised three issues at the CEC table for the vote of emigrants.

“The first issue we need to address together is the registration of Albanian citizens with permanent residence outside Albania. Article 24 of the Electoral Code provides that: An Albanian citizen residing outside Albania, in order to be able to vote from outside Albania, he must first be registered in the Civil Registry and declare his permanent residence address outside Albania. What is the infrastructure we will use for this? Via E-albania? (Do we risk leaking personal data as they did in the case of the patronage? Will they register our embassies, or will Albanians go to vote in our embassies? So, how reliable is the process? However, how many Albanian citizens live? It is estimated that over 2.5 million Albanians live abroad.As you are aware, we have approved the Law no.14 / 2016 “On the identification and registration of the address of Albanian citizens living abroad.” in the Voters’ Register a little more than 3 thousand citizens, so out of over 2.5 million Albanians outside Albania, only 3 thousand could vote on April 25. While today there are slightly less than 9 thousand Albanian citizens, of which only about 6 Thousands of citizens have the right to vote, so how do we stimulate Albanian citizens to register? I propose to have positive incentives for Albanian citizens living abroad, so that they are stimulated to register struar.
The second issue we need to address is in fact the most important and concrete: The way of voting. Article 25/1 of the Electoral Code provides that: “Regardless of the voting procedure, manual or electronic, the votes of voters from abroad are administered by the CEC, guaranteeing the integrity of the ballot and the secrecy of the ballot from any interference on the ballot papers. voting or on the electronic voting information administered by it ”. Furthermore, Article 25/3 of the Electoral Code provides that: “Legal guarantees for observation, monitoring and access to the CEC during the administration of votes from abroad, as well as for testing, verification and security of election material or information technology systems used for this vote, they can not be lower than those for voting within the country “.
We as a party directly interested in this process, regarding these two essential guarantees for all political actors and especially for the opposition are very interested to get acquainted with the method or way that the CEC is exploring to meet these legal criteria. These guarantees should not only be approved for the current opposition but also for the future opposition, but this is also one of the guarantees to create a free and fair election process so that all Albanians outside Albania have the government that they also vote for him.
The third issue we need to address is that: Currently in the Electoral Code it is not foreseen where the vote of Albanian citizens from abroad will have an effect. Will we create a New Electoral Zone? So, the diaspora should be considered an electoral lady with a certain number of deputies representing them. Or, their vote will give effect to the constituency where the Albanian citizen was registered before leaving Albania. In fact, regarding this issue, I personally think that this requires a political table and a political decision, but above all political will. “said the Chief.
