The public distribution company has reduced the amount of energy it is providing in the market to meet the consumption in the country based on a good part of it on the energy it receives from the Albanian Electricity Corporation and priority producers of energy.
In December, only two procedures were conducted where in one the fund for the purchase reached 8 million euros and in the other a little more than 1.5 million euros. The cumulative value of energy imports throughout the year reached 223 million euros where the highest imports result in October and November with over 65 million euros, while September, when it was the beginning of what was underlined as a crisis, resulted 44 million euros.
The country is currently under the power supply emergency, a situation that remains in force until April 15 next year. The decision of the government that declared this situation set a series of other conditions for the energy companies in the country where as a start the suspension of investments by the three energy operators except those very necessary, also the operators will coordinate with each other for provide the required amount of energy. Currently KESH and OSHEE are coordinating on a daily basis regarding the country’s energy needs.
KESH, on the other hand, is authorized to conclude contracts for energy storage in the current conditions, which means that in a period with a lot of production to provide energy and when it needs to receive this. Albania has had such an agreement with Kosovo by alternating our hydropower production with power plants on the other side. KESH is also authorized to rent thermal generating assets if possible to cope with the situation created with energy.
For the Electricity Distribution Operator, the government has approved guarantees for 200 million euros that are in the function of providing energy for this year and for the beginning of next year.
The price of energy in the free market tripled in October
Energy prices in October almost tripled in the free market. The Energy Regulatory Entity approved a price of about 33 ALL per kwh on behalf of the Provider of Last Chance (part of OSHEE Group), a tariff which serves to calculate the bills for those who are supplied by the public company at market prices as they have not yet a private supplier.
The October tariff is a new record in terms of energy prices in the country when public companies sounded the alarm that it was no longer a matter of rising prices but a lack of energy in the market. Since the start of the process of liberalization of the energy market in February 2018, this is the highest price with which energy was provided, while earlier the month with the highest price was January 2019 with a tariff of 18.73 ALL / kwh.
Businesses in recent days have been alarmed after the announcement they received from the authorities that from January 1, 2022 they will have to provide energy alone. It is about the group that are connected mainly in 20 kilovolts that so far have received this energy from OSHEE at a price of 11 lek / kwh and 12.65 lek / kwh at peak. The current October price at which the FMF (which will supply those businesses that do not find private suppliers for two years) is almost three times higher than the price at which they pay energy today in the regulated market.
The transition to a new phase of energy market liberalization that brings to market over 7 thousand businesses provoked the reaction of associations which asked the government to take into account the situation and the problems they face./ Monitor
