The Democratic Party has been occupying the property of the Housing Authority for 10 years in Vlora, returning it to its headquarters.
But, during this decade, the energy bills consumed by the DP in Vlora go to the Housing Authority. So, in addition to taking the premises, for which the Office has a certificate of ownership, this political entity does not pay for electricity. Cost which goes to the Housing Authority, despite the fact that for 10 years, employees have been physically removed from those premises.
The editorial office of “Fiks Fare” received an information, accompanied by documents, that the headquarters of the Democratic Party of Vlora, in the neighborhood “Independence”, does not pay for electricity. Even, the building where the PD is currently is owned by papers (mortgage) of the Housing Authority, but for 10 years it has been occupied by the PD. Currently, the Regional Directorate of the Vlora Housing Authority stays for rent in other premises, but in addition to paying the rent and the lights in the premises where they currently stay, the lights of the PD Vlora Headquarters also come!
After this finding, the journalists went to the current premises of the Housing Authority, which are on the first floor of a building. It is just a cramped office, where everyone stands, the director and the employees. Jëngjëll Mema, director of the Vlora Housing Authority, told “Fiks Fare” that the Housing Authority took over the premises after the ’90s, while they stayed in that premises about 75 m2 until 2012. This year, the former Minister of Housing The late Sokol Olldashi made a decision for the premises to be vacated and for the Democratic Party of Vlora to go there. The office stayed from 2012-2015 at the premises of the Prefecture of Vlora, while from 2015 until today are rented. Mema says that they have been in litigation for many years with the DP, where they have won trials, but so far the issue has not been resolved.
In addition to the ownership problem, the electricity bills of the building where the DP stands go to the Entity and not to the Vlora DP. Between the DP and the Entity that has the certificate, there is no contract of use and rent. “We have made some complaints to OSHEE, but so far we have not found a solution. In total, there are 9 million 400 thousand old unpaid bills. Principal and interests from 2012 to December 2021“, Says Mema.
The journalists of “Fiks Fare” went to the headquarters of the Democratic Party in Vlora, but did not find any persons or employees. Then, they contact by phone with the chairman of PD Vlora, Genc Deromema, who tells us that he will come in 15 minutes. He comes a few moments later and refuses to give the interview. “I need to be informed and then I will give you explanations“, He says, while the journalists ask him that the building belongs to the Housing Entity and the energy bills go to the Entity. He claims that “you have come to make fun of us”, while adding that they are in a lawsuit, but there is no information on what happens next. But, the leader of the Democratic Party in Vlora did not give us any other information, whether or not he had paid the electricity bills.
Fiksi also contacted the Electricity Distribution Operator in Vlora, where he received information that there was a complaint from the Housing Authority. According to them, a few days ago, some employees went to the PD headquarters. They kept a record and cut off the electricity, because there were overdue bills. OSHEE even said that it will get in touch with both parties for the final solution of this problem.
While the problem of the exit of the Vlora branch of the Democratic Party from the premises of the Housing Authority has been on the court doors for years, the Democratic Party of Vlora has over 900 thousand ALL debts in OSHEE for unpaid energy, which are billed to the Entity of Housing. Until the final resolution of this problem by the court, the National Housing Authority not only does not receive its property, but must also pay the debts for electricity consumed by the PD headquarters.
