While he has filled a “mountain” with documents, sending it to the Municipal Unit and the Municipality of Kruja, to benefit from the rent bonus and house, but has not yet benefited from any of these, despite the fact that based on the documents he has legally available benefits. The leaders of the Local Unit Thumanë and the leaders of the Municipality of Krujë do not seem to be in sync with each other.
Arbenit tells Fiks Fare that he is a resident of Kodër Thumanë village of Krujë Municipality. In one house lived sisters and mothers who no longer live and then took a sheep stable which he arranged to make habitable. “From the year I received it until now, work and rebuild. A year before the earthquake I took out a loan to arrange the palace apartment to get inside. The earthquake happened and my neighbors called me and told me to come and demolish the house, the entrance of the palace.
The area inspectors, IKMT, the head of the unit and the employees of the municipality were there and told me to leave because you will get the house as you have two plus one without worry. I applied for RDS 5 for housing benefit. The lot was drawn, I went home and I was told you had no home here. Did I tell you that I forged these letters? No I was told it does not benefit.

He says that even for the second apartment they were told that it will be demolished after the order had come from the Construction Institute after the expertise made. and had declared it uninhabitable. After the denunciation, Mr. Muça also met the mayor of Thumanë Municipal Unit, Mrs. Shqipe Çenja, who said that the second apartment according to the Construction Institute has been issued RDS 4 and will be demolished.
According to point 20 of DCM 124 it is provided that if the beneficiaries do not benefit from a reconstruction program, the local government unit will take measures to benefit from another reconstruction program. While in the official answer given to Arben Muçë it is stated that he “was treated with a rent bonus”, but the complainant himself states that he has never received a rent bonus.
“I went to Kruja for three days in a row” continues Muça “to meet the mayor but he did not meet me. I met the secretary Florind Cerhozi whom I told that I had addressed the Prime Minister Edi Rama, the Minister of Reconstruction Arben Ahmetaj, the People’s Advocate and to the municipality with a petition and told me that neither the Prime Minister, nor Ahmetaj, nor Donald Trump will solve this matter.
These problems have been expressed by the secretary of the municipality and belong only to the Municipality of Kruja. According to him, in order to receive the rent bonus, Arbeni must apply again, while he cannot benefit from two houses, but only one, as provided by law. “The law is like this, when there are two applications, only one benefits, we will not go to prison now,” said the secretary of the Municipality of Kruja, while claiming that the rent bonus belongs to him.
During the conversation with Arben, the secretary admits that the people who had villas or houses in Tirana also got new houses, but according to him, these houses were given to them by the government.
