The International Court of Justice in The Hague has ordered Moscow to immediately stop its occupation of Ukraine.
During a hearing Wednesday, the court ruled that there was no evidence to support Russian claims that Ukraine was committing genocide in the Luhansk and Donetsk regions, where Moscow has justified its occupation of Ukraine.
“The Russian Federation will immediately suspend military operations launched on February 24, 2022, with the stated aim and objective of preventing and punishing an alleged genocide in Luhansk and the Donetskoblasts of Ukraine.” said in the statement.
The court also called on other forces backed or controlled by Moscow to suspend their military operations and for Russia to refrain from escalating or widening the dispute.
Ukraine filed a dispute on February 26 against Russia under the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. She urged the ICJ to discuss Russian allegations that Ukraine was committing genocide in the Donbas.
The hearing took place at the Palace of Peace in The Hague, where presiding judge Joan E. Donoghue read out the Court’s order. The preliminary decision was confirmed by 13-2 votes. A Russian judge and a Chinese judge both voted against the ruling.
“The court is very aware of the extent of the human tragedy that is happening in Ukraine.”said Donoghue.
“The court is deeply concerned about the use of force by the Russian Federation in Ukraine, which raises very serious issues of international law.”
ICJ rulings are considered binding, although the court lacks an enforcement mechanism. Recall that Russia boycotted an earlier session of the ICJ on March 7.
