One such arrangement was made with the so-called Dayton Accords, which ended the Bosnian war in the 1990s. dysfunctional.<\/p>\n<p>The draft law on the establishment of this council in Republika Srpska, which lawmakers backed in Thursday&#8217;s session, is unconstitutional because it transfers powers from the state level of Bosnia and Herzegovina to the level of the Republika Srpska entity.
