China, India and the United Arab Emirates abstained.<\/p>\n<p>Western nations hope that as many as 193 UN member states will condemn Russia&#8217;s aggression against Ukraine and make Russia&#8217;s international isolation visible.  Special UN hearings are very rare.  Since 1950 10 such hearings have been called.  Russia blocked two days ago a draft resolution proposed by the United States and Albania which strongly condemned Russian aggression against Ukraine and also demanded the immediate withdrawal of Russian troops from Ukraine.<\/p>\n<p>But after that, with procedural voting, without being threatened by another veto, the resolution was adopted.
