But I expressed the moral indignation I felt and I do not apologize for that.  Nobody believes that I was talking about the overthrow of Putin\u2026 nobody believes that.  &#8220;I just expressed my indignation at this man&#8217;s behavior.&#8221;<\/em>.<\/p>\n<p>Biden said his message was addressed to the Russian people:<\/p>\n<p>&#8220;<em>I was talking to the Russian people.  &#8220;The last part of the speech was a conversation with the Russian people, it is just a simple fact that this kind of behavior is completely unacceptable.&#8221;<\/em>.<\/p>\n<p>Biden says he does not care if Putin views his comment as escalating rhetoric<\/p>\n<p><em>&#8220;I do not care what he thinks.
