Stoltenberg said Russia was planning a &#8220;very focused&#8221; offensive.  &#8220;<em>We are now seeing a large movement of Russian forces leaving Kiev to regroup, rearm and supply and change their focus to the east<\/em>&#8220;, He said.<\/p>\n<p>Stoltenberg&#8217;s comments appear to confirm Moscow&#8217;s announcement in late March that it would focus on the &#8220;complete liberation of the Donbas&#8221;, as the area, which includes the Donetsk and Luhansk regions, has been partially occupied by pro-separatists. &#8220;Since 2014, Stoltenberg also said that this would be a new and important phase of the Russian occupation, which began on February 24.&#8221;<em>&#8220;The repositioning of Russian troops will probably take time, maybe a few weeks,&#8221; he said. &#8220;According to him, this time is extremely important for NATO allies to provide support.&#8221;<\/em>For Ukraine.<\/p>\n<p>NATO foreign ministers on Wednesday and Thursday are expected to discuss how to send more anti-tank weapons, ammunition and medical supplies to Ukraine.
