Today took place the inauguration ceremony of the reconstructed building of the Authority for Information on State Security Files in the years 1944-1991, where the president of this institution gave the floor.<\/p>\n<\/div>\n
Mayor Gentiana Sula said that the disclosure of this plan has been called a dream scenario since January 2017, while in 2019 the construction work began.<\/p>\n
Sula said that two great achievements are attributed to this project of the Swedish Government:
1. On the one hand, today, the Security archive is located in the premises of the institution; is maintained in the best security conditions, and is still expected to be enriched, following the agreements that the Authority implements with the partners, for the collection in a single place of all the Security documents.
2. On the other hand, is the creation of ICT services for a modern archive. Important steps have been taken in this direction, in terms of digital infrastructure, with servers, test computers and the creation of special software.<\/p>\n
She added that a new collegial body has been approved today, which will advance the work of the institution for the next term in this context.<\/p>\n

It is my pleasure to have you all here today, in this ceremony that inaugurates the reconstructed building of the Authority, according to the grant agreement with the Swedish Government.<\/em>
In January 2017, with the establishment of the Authority, we introduced in this building the bold approach to the new shelter of the institution. I myself called the unfolding of this plan then a dream scenario, while AIDSSH had not yet been established as an institution. There was only the first collegial body, not the secretariat, but the team was optimistic enough and very quickly adopted the strategic plan of the first 5-year-old, which allowed us to start work to make the dream come true.<\/em>
Our vision at the time was supported by the UNDP office in Albania and the Construction Institute, whose teams we thank for their groundbreaking work, which preceded fruitful cooperation with AIDS.<\/em>
The Swedish Embassy, \u200b\u200bthrough the Swedish International Development Agency in Tirana, supported the ambitious project for the reconstruction of the Authority building and ICT services for the creation of a modern archive.<\/em>
The agreement was signed in 2019, when the work started, after the initial systematization of the archive, with funds allocated by the Albanian Government.<\/em>
Before settling in these premises, the institution exercised its activity for several years in unsuitable conditions, near the former Republic Guard, heading daily to two archival sites, near SHISH and IPQP. Three of the facilities used were declared earthquake-damaged.<\/em>
This is where the value of this well-adapted building lies: that the State Security archives are no longer in the premises of intelligence services or other archives, but are completely under the control of AIDSSH – creating full independence of use and by speeding up the time of materials bleaching processes and access to them. The next challenge is the creation of an independent gateway, for which we are working with the Ministry of Defense.<\/em>

This software will coordinate the work with Security documents as well as the work of all directorates, increasing efficiency and effectiveness.<\/em>

Keeping archives closed until 2017 was, in fact, an act of refusal to understand, and such an archive, collected and systematized, and open to study by all, could increase the chances of understanding it as deeply as possible. . Paving the way and a culture of active memory.<\/em>
An active culture of remembrance is important, so that even young people who have not experienced the communist regime in the first place, sharpen their awareness of the fact that peace and pluralism, tolerance between people and acceptance of each other, in the history of Europe they have not been – and still are not – something self-evident, as the geopolitical situation today is best showing.<\/em>
So the challenges of the future are also very important.<\/em>
A new collegial body has been approved today, which will advance the work of the institution for the next term in this context. I take this opportunity to wish good luck to the new members, Mr. Sk\u00ebnder Vrioni and Mr. Gjergj Marku, – two representatives of the movement for the protection of human rights and especially, the group most affected by the State Security and the dictatorship – the politically persecuted, as well as Mr. Albert Nikolla and Mr. Altin Hoxha.<\/em>
I see here among us many partners who accompanied us during the first term, especially representatives of the stratum that faced the dictatorship, staying strong.<\/em>
Preparing for the talk here with you today, I asked younger colleagues what they have discovered from reading Security documents.<\/em>
I am conveying to you what they told me:<\/em>
We learned about the almost 50-year-old violence: about deportations and internments in closed camps, prolonged for years and without fair trials, about political trials fabricated without evidence, but only with opinions, about political violence up to shootings and burials in graves unmarked; for legends or combinations that hit innocent and influential people in society (Camaj case), or for coercions to cooperate with the State Security, for which so far we have two cases that had tragic consequences for people who ended their lives of them, so as not to harm loved ones. We learned that Security documents contain defamation and fraud, so they should be verified first.<\/em>
We learned about the Stoic resistance, from the dissident Musine Kokalari, the group of deputies, non-conformist artists, martyrs of the faith.<\/em>
We learned about the great human solidarity, even in the most difficult conditions, that kept the social and family fabric connected.<\/em>
How many of you suffered undeserved punishments because you did not accept cooperation, did not report human conversation with a friend, or did not accept favors at the expense of innocent people.<\/em>
Meeting people on a daily basis gave us a sense of pride for all those who survived the 50-year-old ordeal, demonstrating it today, with your participation in the movement for a fairer and more humane society.<\/em>
I want to tell you that we have learned a lot from you; from your courage and strength, your commitment to the truth, your character and your human values.<\/em>
We know that reconciliation begins with you, but it goes first to truth and belief in human values, and we are committed to that.<\/em>
I believe that the work of these years has led the general public to reflect and reject the old divisive and slanderous narrative, to reject the language of blackmail with the alleged facts of secret Security documents, as well as to refrain from denying the crimes of dictatorship. communist.<\/em>
Thanking the Swedish Government for its support, AIDS and all of you present today, I invite you to engage in social dialogue about the past with integrity, professionalism and belief in human values, while continuing to support this institution.<\/em><\/p>\n
