Privatization of Partizani club grounds is an illegal procedure since its inception. The former owners have been given back a plot of land for which they have been compensated once since 1940, as evidenced by the documents that Top Story has.<\/p>\n<\/div>\n
After the occupation, the Italians built Tirana Airport on that very land. Through the decrees of the Italian king Victor Emanuel and his successors, the expropriation of Albanian families who owned land in the “Shengjin Field”, as it was called at the time, took place. In the decree signed on November 9, 1940, the then Prime Minister Shefqet V\u00ebrlaci, ordered the payment to the owner families.<\/p>\n
In the plan to expand the airport, among the owners affected by the expropriation are Mahmud and Xhemal Begeja, the ancestors of Jamarb\u00ebr Malltezi.<\/p>\n
In the official notebook of May 15, 1942, again the names of the Begeja family appear next to other people who were expropriated.
In a document signed on May 12, 1994, the former director of the archive, Luan Malltezi, Jamarb\u00ebr’s father, informed the municipality and the court about the status of the land in the field of aviation. He clearly explains that there are some decrees that prove the expropriation and compensation of the owners.<\/p>\n
So, the owner families that once owned the “Shengjin Field” where the Partizani complex was built, could no longer be treated with the law of return-compensation. They have been compensated once since the 1940s.
Despite the change in the system and the constitutional order, the owners can not be recognized again for how long they have been paid for the expropriation.<\/p>\n
“It has been state land, we know the defense ministry, the archive, the secretary took the letter to give to the owners, of course it was the state gave it to them..so what would we do with the state\u2026 There we took the paper up and down, they did not answer, it is happening this way and that way..it is a crime for the sport “said Bujar Labinoti, Former Director of Partizan<\/p>\n
