The protocol signed in Sofia by the Ministers of Foreign Affairs of North Macedonia and Bulgaria, Bujar Osmani and Teodora Genchovska, is in legal form the minutes of a meeting, in which an overview of the achieved results of the dialogue and cross-sector is made.<\/p>\n<\/div>\n
With his signature, the way was opened for holding the first intergovernmental political conference of North Macedonia and the EU. The joint intergovernmental commission is part of the obligations arising from the Treaty of Friendship, Good Neighborliness and Cooperation signed between the two countries in 2017.<\/p>\n
In addition to data on political dialogue, meetings, work of inter-sectoral groups, the protocol also contains the points of the four plus one package and what is expected from two countries in those areas according to the Good Neighbor Agreement. The support for the European integration of North Macedonia is an integral part of the Protocol, Osmani said, and this explains the holding of the first Intergovernmental Conference with the EU, which in the case of the country is divided into two phases – a political conference, the beginning of the review process and then the second conference and the opening of the chapters, but after North Macedonia, the Bulgarians will enter the Constitution.<\/p>\n
Today, at 18:30 and 18:30, decisions will be made on the two conferences, the first one that is happening now and the second one conditioned by the constitutional changes. The document clearly states that the Government of North Macedonia agrees that the next intergovernmental conference regarding the completion of the opening phase of negotiations for membership will be held after the amendments to the Constitution come into force to include its citizens living in the territory of the state. and they are part of other peoples, like the Bulgarian people. Regarding reciprocity for the rights of the Macedonian minority in Bulgaria, Osmani replied that Bulgaria’s constitutional arrangement does not recognize ethnic communities, just as it does not recognize the constitutions of France and Greece.<\/p>\n
“Our constitution is different. I think this was the reason in 1999 in the joint statement between the then Prime Ministers Ljub\u00e7o Georgievski and Ivan Kostov, whose paragraph was reaffirmed in Article 11, the fifth paragraph of the Good Neighbor Agreement and now RSM confirms that nothing in the Constitution its cannot or should not constitute interference in the internal affairs of Bulgaria. It is the only asymmetric position in the Agreement”, emphasized Osmani.<\/p>\n
