The SAA has been in force since 2009 and is the basis of cooperation in many fields.  The advantages for both parties are clear, in business or foreign investments.  Traveling to the EU just got cheaper.  After the earthquake, the EU took a leading role in the reconstruction.  Albania participated in a number of programs.<\/p>\n<p>Albania is an observer for basic human rights.  Solidarity was also demonstrated during the pandemic, where the EU stood by Albania.<\/p>\n<p>Albania has provided medical staff, Russian aggression has a great impact, the EU and the Balkans have come together in support of Ukraine.  We welcome Albania&#8217;s compatibility with foreign policy.<\/p>\n<p>The Council welcomed Albania&#8217;s determination to advance the agenda and it has given tangible effects.  The Council remains committed to advancing the enlargement process, to make the process more reliable and dynamic.  Based on the criteria, the EU places a lot of attention on the pledge of commitments.  Each country is evaluated separately and according to its merits.  On June 18, 2022, the Council approved the general framework as well as other conclusions.  Albania must implement all reforms in the field of law enforcement, in the judiciary, the reform in public administration as well as the economic criteria. The relevant groups will be the basis of the negotiations.<\/p>\n<p>The reports will provide clear guidance on the tasks to be performed.  Albania has addressed 5 main priorities.  The Council appeals to Albania to further the progress achieved.  The expansion of judicial and administrative capacities is part of the groups.  Albania should continue to engage in regional cooperation.  We welcome the fact that Albania is in full compliance with EU policies and wish you to continue like this.  It will remain up to the EU countries to assess whether the conditions have been met afterwards.  The negotiations will be strict and rigorous, we hope to reach a successful conclusion.
