“National Counseling”, the questionnaire created by the government for citizens will cost 25 million ALL, money that will be taken from the reserve fund of the state budget approved for 2022.
The fund has been allocated to 19.7 million for advertising in audiovisual and print media and the realization of promotional materials and 5.3 million will go to INSTAT for the digital format of physical questionnaires.
Every person over the age of 18 has the right to choose one of the three alternatives found on the 12-question form.
The form contains questions related to fictitious pay whistleblowers, whether they should be protected by the state and whether those who have received pensioner status should continue to work.
Amnesty of money earned in emigration, allowing the cultivation, processing and export of state-controlled cannabis for medical purposes, without legalizing it for personal use, obligation to place a vaccination certificate in public places, increase of fines against tax evaders, increase of punishment environmental pollutants, suspension of judges and prosecutors if they openly decide in question the issues in question.
As those related to the separation from Northern Macedonia on the path of European integration, including whether the “Open Balkans” is in the interest of Albania.

ABOUT
AN ADDITIONAL FUND IN THE 2022 BUDGET, APPROVED FOR THE AGENCY FOR DIALOGUE AND GOVERNANCE AND THE INSTITUTE OF STATISTICS, FOR THE FINANCING OF THE “ADVISORY” PROGRAM
Pursuant to Article 100 of the Constitution and Articles 5 and 45, of Law no. 9936, dated 26.6.2008, “On the management of the budget system in the Republic of Albania”, as amended, on the proposal of the Deputy Prime Minister and Minister of Finance and Economy , Council of ministers
VENDOSI:
1. In order to continue the financing of support activities, in function of the “National Consultation” program, approved by decision no. 813, dated 24.12.2021, of the Council of Ministers, the Agency for Dialogue and Co-Government, in the budget approved for in 2022, in the economic account 602 ‘Operating expenses’, the fund of 19 700 000 (nineteen million seven hundred thousand) ALL is added, for the following activities:
a) 15 000 000 (fifteen million) ALL, for the promotional campaign of public information for the program of “National Counseling” in audiovisual media, print and / or other electronic means of mass communication / social networks;
b) 4 700 000 (four million seven hundred thousand) ALL, for the realization of promotional materials for the program of “National Counseling”, which will be used in squares and / or other public facilities, where the questionnaire is completed during the duration of process.
2. INSTAT, in the approved budget for 2022, in the economic account “Current expenditures”, is added the fund of 5 300 000 (five million three hundred thousand) ALL, for entering in digital form the data of the physical questionnaires ( collected from the post office and from the points dedicated for their completion in squares and / or other public premises), in function of the “National Counseling” program, approved by decision no. 813, dated 24.12.2021, of the Council of Ministers.
3. The total fund of 25 000 000 (twenty five million) ALL, according to points 1 and 2 of this decision, is covered by the reserve fund of the state budget, approved for 2022.
4. The Ministry of Finance and Economy, the Agency for Dialogue and Co-Government and INSTAT are in charge of the implementation of this decision.
This decision enters into force immediately and is published in the “Official Gazette”
