The last law to regulate hunting activity in Albania dates back to 2010.
Article 2 of the law on hunting defines Sustainable Hunting as the use of hunting only in the continuous observance of biodiversity conservation, ecosystem integrity and ecological balance.
According to the law in question, hunting is exercised only on individuals of wild fauna species, which have been declared object of hunting by decision of the Council of Ministers.
However, the hunting of endangered species of all species of migratory wild birds is prohibited, which, after assessing their populations, turn out to be very rare.
The law stipulates that a hunter can be a natural person over 22 years of age; is allowed to carry a weapon; has passed the test for theoretical and practical issues related to hunting activity; is provided with a hunting permit; recognizes and respects the hunter’s manual; participates in the monitoring and inventory of wild fauna of his area.
Persons who want to practice hunting, undergo testing of the hunter, according to the program and finally after passing it are provided with a certificate.
They then apply in writing to obtain a hunting permit.
The law prohibits certain methods, techniques and tools prohibited in hunting. By law, no one has the right to kill or capture individuals of the wild fauna species, object of hunting, using large-scale and non-selective means and methods of capture or killing such as: poison; tools, which cause mass murder; explosives, traps, traps and many more.
The law also provides for the declaration of prey. At the end of the hunting day, the hunter declares to the area manager the number of animals and birds killed, showing them, liquidates on the spot the payment for each and receives the respective payment mandate. Every hunter notifies and takes to the nearest veterinary center the prey with signs of disease.
Only legal hunting is allowed to be traded.
We explained some of the main points of the law, which is in fact copied from other countries, but which according to hunters does not fit the conditions of Albania.
“It was a law between some Bulgarian and French provisions. Every time we copy something from abroad, we make a lot of mistakes because we are neither like France nor like Bulgaria. Maybe one day we will become, but when we become, we will make the laws. We are currently very far away, we need an Albanian law to reflect the Albanian situation, to resolve it on the basis of Albanian social morality and on the basis of customs. Custom is the source of law. The law of 2010 is copied and wrong, which could not be implemented any day. There were abstract definitions as before you go hunting you have to get permission from the forest authorities, but they start work at 8, the hunting starts 30 min before sunrise. Then after you had finished you had to report how much you had killed and pay the money. That does not happen. When you have to take the money, you have to go and get it. The money is taken with difficulty. ” said the hunter, Bledar Flaga.
