Consultation on Fiscal Amnesty/ Ibrahimaj: We are starting the year of zero money outside the banks. Here’s how it will be done

At the beginning of her speech where she presented the initiative, Minister Delina Ibrahimaj clarified that the property amnesty will be carried out, which will be examined by a special unit that will cooperate with state institutions.

“A limit of 2 million euros is foreseen for the declaration of assets. A special unit will be created that will interact with state institutions targeting the elements I just presented. For 5 days, it will analyze the requests from subjects interacting with state institutions in the fight against crime.

The administration will issue a certificate for businesses to pay a special tax for the legalization of capital. It is 7% for the first 4 months of law enforcement and 10% for the second 5 months. At the end of the verification, a certificate will be issued that legalizes these money or assets.

The situation we are in and the global economic crisis has placed economies in abnormal operating conditions. This is a crisis. It is important to increase capital to finance the projects that we have foreseen. We have a high rate of money outside the banks.

The capacity of the state must be raised in order to create a zero year so that there is no more possibility for money to circulate outside the banks. We will give the opportunity to every Albanian who has wealth from undeclared work so that they can be legalized. In the situation we are in, it is important that the economy develops through these systems. One of the objectives of the ministry is the growth of the economy. The situation has placed the states in abnormal financing conditions, now it is important to increase the capital for the purpose of financing.

We have a high rate of money outside the banks, it is necessary to create a zero year where there is no possibility for this money to circulate outside the banks. We will create the possibility for this money to be legalized, we will give the opportunity to every Albanian to legalize the money he got in 30 years from illegal work. Therefore, the law aims to improve tax compliance in the future.” said Ibrahimaj.
