Subject: urgent information on the possibility of interruption of the city transport service in the absence of subsidy.
Dear Mr. President,
The National City Transport Association (SHKTQ), following the letter sent on dt. 06/05/2022 (attached) confirms once again that all city transport operators, despite the many difficulties that have occurred as a result of the pandemic and now according to the war in Ukraine, have continued to provide the service without affecting its quality.
Currently, the maintenance of high fuel price levels as a result of the Russia-Ukraine war has made the possibility of continuing this service even more difficult.
Even after the end of the first anti-crisis aid from the government regarding fuel price compensation, all operators are faced with inflation, the increased price of fuel and its derivatives, the cost of spare parts for maintenance, etc. Therefore, the difficult situation continues to be at the same increasing rate as in the month of March 22. So in the conditions of the same difficult financial situation and without a subsidy from the state budget, for the month of August and beyond, the operators are unable to continue to provide the city transport service in Tirana.
As above, we ask for your immediate intervention to initiate the approval of the subsidizing decision by the government for the continuation of the anti-crisis package or, failing that, the increase in the price of the ticket to return the service to the city profitable.
Today, on the day of submission of this request, on the eve of the beginning of August, on behalf of all the operators of this service, we confirm that, in the absence of immediate subsidy, due to the financial situation created, it is impossible for them to withdraw near the tax authority and the distribution of monthly reconciliation tickets for the month of August. With the reserves of the accumulated fuel, we can offer this service until July 30-31, 2022, for further continuity, you are dependent on the state subsidy.
Dear Mr. President, aware of the remaining time available to resolve the situation, we hope for your immediate intervention with the government for the continuation of the anti-crisis package to unblock the continuation of the urban service.
We remain open and available for any type of cooperation for the most optimal solutions in providing this vital service to citizens.
