during working hours in Tirana
Dear Sirs,
The Association of Builders and Concrete Manufacturers, wishes you a good year, full of health and success in your activity.
Our association has been a partner and wants to advance this partnership with central and local government in addressing and solving problems that mainly affect the construction sector.
We are addressing you, as the highest head of this institution for the solution of a current and very important problem for us:
Allowing the normal continuation of work for the production and transport of concrete, allowing the movement of concrete workers of the construction sector during working hours in Tirana. (Traffic Police employees are not allowing the movement of concrete mixers before 20.00 in the city of Tirana)

We emphasize that this has been a recurring problem over the years for us.
We must clarify that, due to the specifics of concrete and the high risk posed by this type of process, it is impossible to work at night at high altitudes and without normal lighting. Also, there are work processes that must continue without interruption for 12 (twelve) hours or more. Leaving half of a plinth, supporting structures or soles is technically prohibited as it damages the stability of the building.
Also, concrete is not a material which is discharged as inerts and processed in a second moment. Concrete is transported by machines qualified as technological machines (autobetoniere), there is a technically set schedule within which it must be cast in the work.
For this reason, we ask the competent institutions to allow the continuation of our normal work, thus avoiding the “abuses” of police officers against concrete firms, on a daily basis, in every street of Tirana.
