A day after the Albanian parliament unanimously approved with 125 votes in favor the resolution sponsored by the Socialist Party which opposed the report of the Council of Europe and its claims of human organ trafficking during the war in Kosovo, the news arrives that the main human rights organization man on the continent may draw up a new report on the claims of Swiss Senator Dick Marty.
To REL’s question whether it will consider Albania’s resolution, the Council responded by saying that its Assembly can decide to prepare and debate reports, including follow-up reports, on any topic that falls within the mandate of this body.
“The procedure for submitting motions is provided according to the 25th rule”, is said in response.
The resolution called on the Assembly precisely to produce a follow-up report and, as a result, a review of the Council of Europe Resolution, reassessing the claims of illegal trafficking of human organs in Albania and/or Kosovo, in in the light of the developments that have taken place during this decade, the facts, evidence and updated information, as well as in terms of the commitment, readiness and full cooperation of Albania and Kosovo in the service of the truth and the establishment of justice.
The 2010 report, drafted by Dick Marty and approved by the Parliamentary Assembly of the Council of Europe, claims that the leaders of the Kosovo Liberation Army were involved in organ trafficking during the 1998-99 war.
These claims were investigated by US Attorney Clint Williamson, who in July 2014 announced that his team’s findings did not include evidence of organ trafficking, but of other war crimes.
The Prime Minister of Albania, Edi Rama, whose party has sponsored the Resolution, stated that the claims raised by Dick Marty for “murdering people with the purpose of extracting and selling their organs and illegal trafficking of human organs in Albania and Kosovo “, are claims that “have remained unargued, unapproved and not based on evidence and facts”.
