EU foreign policy chief Josep Borrell announced on social media that he had met with Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic to congratulate them after the two countries’ delegations arrived. on 21 June the agreement on the roadmap for the implementation of the energy agreement in Brussels.

In Brussels today, between the parties from Kosovo and Serbia, an agreement was reached on the roadmap for the implementation of the energy agreement from 2013.
Earlier, the European Union said that with today’s agreement, Elektrosever, a Serbian-owned company established in Kosovo and under Kosovo law, will start supplying electricity to consumers in four Serb-majority municipalities in the north.
According to Kosovo’s chief negotiator in the dialogue with Serbia, Besnik Bislimi, this enables the billing of electricity in the four northern municipalities of Kosovo.
Citizens of municipalities in northern Kosovo, North Mitrovica, Leposavic, Zvecan and Zubin Potok – mostly Serbs – have not paid for the electricity consumed since 1999. EU Special Envoy for Dialogue Miroslav Lajcak , said that the agreement on the implementation of the energy agreement is “a big step forward”.
Serbia’s chief negotiator, Petar Petkovic, said the roadmap includes a series of steps, deadlines and responsibilities for both sides. All deadlines start from the moment Elektrosever receives the supply license, Petkovic said.
“Elektrosever will also perform important distribution services – what we have been looking for and insisting on. Elektrosever will perform distribution services, such as: billing, payment, network maintenance and physical connection of customers. “This is very important, because it means that we have autonomy in the supply of electricity to the north of ‘Kosovo and Metohija'”, said Petkovi..
From 1999 to 2017, the debt for the north of Kosovo was paid by the citizens of other municipalities in Kosovo. From 2017 until today, electricity consumption in municipalities in northern Kosovo is paid by KOSTT, or the Government of Kosovo.
