State Election Commissioner, Ilirjan Celibashi gave more details about this process today in Top Talk with journalist Denis Dyrnjaja.
Asked what is going on so far he said: There is a request submitted by some parties that are already registered, that have expressed interest in registering as a coalition, we are verifying it and tomorrow we will decide.
Asked about how Sali Berisha will enter these elections in coalition with the SMI, given that the group for the re-establishment of the DP still does not have an official court act regarding the certification of statutory changes, Celibashi said:I can not say more than that because it is an issue that is in an evaluation process. What I can say is that there is a requirement to register as a coalition by political parties which are already registered as electoral subjects.
Denis Dyrnjaja: I am taking welfare as if you will not approve this coalition, is there a right to appeal in the electoral college?
Celibashi: The decision of the Commissioner can be appealed to the Complaints and Sanctions Commission and then to the Electoral Appellate Panel.
Denis Dyrnjaja: So there are 2 levels where the decision can be appealed, if it will be negative of course.
Celibashi: Yes, it is.
Denis Dyrnjaja: We assume that you refuse to register this coalition, there is another possibility for this political group to be represented in the elections, it can come up with an independent candidate, how can it happen?
Celibashi: It is a question that I can not answer and not that I hesitate, but legally I would be in the position of advisor to anyone interested.
