German Foreign Minister Annalena Baerbock has accused Russia of endangering peace with Cold War-style diplomacy.
She called on Moscow to “take serious steps to reduce tensions” in the Ukraine crisis.
The statement came after US President Joe Biden warned that Russia could create excuses to invade Ukraine.
Biden has said that Russian military action could begin soon, but stressed that a diplomatic solution was still possible.
Russia has said the allegations are “baseless” and has accused the United States of fomenting tensions.
Moscow has said it is conducting military exercises and that some troops have returned to their permanent bases in recent days.
Western powers have said there is no evidence of such a withdrawal.
On Friday, the German minister became the last Western official to express concern about the positioning of Russian troops and military equipment near the border with Ukraine.
In a statement issued before the Munich Security Conference held annually, she warned that Russia was “challenging the fundamental principles of European peace” with “unprecedented mobilization of troops” and “demands like the Cold War”.
Her comments refer to Russia’s demands for European security, calling for the West to limit its military presence to countries that Russia sees as within its sphere of influence.
The West has said that Russia has no right to influence the policies of sovereign states, as the former Soviet Union did during the Cold War.
The Cold War was a post-war period – in the twentieth century – when rivalry between the West and the former Soviet Union pushed the two global superpowers to the brink of nuclear war.
