The government has invested 152.7 billion ALL from domestic funds from 2014 to 2020, but the number of kilometers during this period has been declining, reported INSTAT.
In 2014 INSTAT reported that the total road network of Albania was 3,848 kilometers, while in 2020 it was 3,675 kilometers, down 4.5% or 173 kilometers less (INSTAT refers to data from the Ministry of Infrastructure).
For the same period, according to INSTAT, about ALL 152.7 billion or 1.2 billion euros were invested in the construction and expansion of road infrastructure.
Even after 2020, during the next two years 2021-2022, the government has continued a high intensity of road investments, through the concession contract on Arbri road, as there has been a high financing for the axes Qukës -Qafë-Plloqë, Kardhiq- Delvine and the works for the Llogora tunnel have already started.
During 2021, the government had allocated from the public investment program about 31.7 billion ALL for road transport. But a large part of the investments from the budget in recent years have gone for additional works.
Kardhiq -Delvinë and Qukës -Qafë Plloçe are the most illustrative examples. The construction of 40 kilometers in the Qukës Qafë-Plloçë segment that connects the mountainous area of the Southeast region with a new road, is expected to extend in two decades and almost double the costs. The Ministry of Infrastructure has estimated that at least another 56.7 million euros are needed to finance the works until they are completed. As a result, the deadlines for the completion of the axis have been postponed to 2023.
The road, which started in 2009 and with the revision of the project should have been completed in 2019, does not seem to be completed for at least another two years.
The same situation is described on the road Kardhiq-Delvinë. The works on this axis that started in 2007, about 16 years ago, are still far from being completed, while the costs of the works are getting out of control as the financing of the state budget is going for additional works. In the medium-term draft budget published by the Ministry of Finance, the Kardhiq-Delvinë road is programmed to be financed during the period 2021 to 2024 with about ALL 6.7 billion, of which ALL 1.7 billion are additional works.
From the tables of the Ministry of Finance, in the medium term budget the initial cost of the tears that are being carried out was 5.2 billion ALL, but with additional funding the costs have increased by 29 percent, going from 5.2 billion ALL to 6.7 billion ALL.
On the other hand, the total fund of roads according to official figures is presented with a decrease in the span of 6 years, 2014-2016./
