In the conference called “Justice in Times of Challenge” Minister Manja said that in Albanian justice there have been great achievements that pave the way for integration into the European Union, but still there are those that leave much to be desired where he mentioned Berisha whom he calls “The elephant in the middle of the new chamber of justice”
Regarding the issue of declaring ‘non-grata’, Manja said that it is not a problem of America but of Albania and that Albanians deserve to know the truth about this issue. He said that Berisha has never been called by the judiciary for the murder of four citizens on the boulevard, nor for the ammunition explosion in Gerdec that took the lives of people, nor for other dizzying corruption scandals.
Statement of Minister Manja:
The theme of this conference is “Justice in Times of Challenge” and I think that today, this day, May 9, or otherwise Europe Day, has come with a new weight. For more than two months, Europe has been facing an extraordinary challenge, which has raised a lot of conjecture and a great concern, for the present and for the future, the Russia-Ukraine war.
Where is Albania in this great clash of democracy with a storm of military occupation in Europe?
We are on the side of democracy, side by side with the United States and the European Union.
We want war to end and peace to triumph.
And reflecting on peace, the price of which we all today value even better, I believe, in the light of that bloody war, weighs even more today the words of Pope John Paul II, “Peace requires four essential conditions; truth, love, freedom and justice ”.
And where are we today with justice?
Forgive me for not listing the achievements here. Which are not few if we consider where we were until a few years ago. I am convinced that others here will do the same. Because there can be a lot of talk about the innovations and benefits of Justice Reform. One can talk today about the great benefit and potential of new justice institutions. But here I want to say a few words about the elephant in the middle of the new justice room, as they say the word.
That gentleman declared “non grata”, as a knight of corruption and against democracy by the vital ally of our country and nation, is not the problem of America, but of Albania. Albanians deserve to know how the new justice stands in relation to this serious issue for the Albanian state, which the American Government has said very clearly that it is up to the Albanian institutions to investigate and judge!
The gentleman is famous for his disobedience to the law and the judiciary, to whom he even slammed the door in the face, preventing the execution of their orders after the murder of four citizens on the boulevard. However, he has never been called by the judiciary, neither for those murders, nor for the whole criminal ammunition explosion that blew up hundreds of houses and took dozens of lives, nor for other dizzying corruption scandals, where his last name was the icing on the cake. of greed!
I can even say, since we have the title of such a conference, he not only has never been questioned by the judiciary to date, but he challenges the very sense of justice, anathema to the new institutions of justice.
I really have a whole career in the prosecution, but here I am neither the prosecutor, nor I am filing charges! I am neither judging nor pleading guilty. But I am asking openly, bluntly, loudly, the question that Albanians have been asking for so many years and today even more than yesterday, since the announcement of “non grata” by Sali Berisha:
When will the new justice open the cabbage noodles of this man who had the reins of power in his hand when the biggest disasters and scandals happened in this country ?! If he is as innocent as the loud shout, and a whole world, together with the American state, have erred to the point of hitting an amber old man on the neck, then let the new justice tell us this!
To investigate his role on January 21, to investigate his role in Gerdec, to investigate his role in the sensational affairs of Çez / Dias, or the Partizani club, to investigate the financial resources of his son, who is there in America also made a character in movies and books… and if in all these jobs that do not look at all white, the gentleman comes out washed, let him apologize and ask America to apologize too!
Yes not so; investigations are launched mainly for secondary and tertiary characters and the reports about the main character of the greatest tragedies and dramas of these thirty years are not touched by hand, which continues to bring Albanian public life around like those Hollywood gangsters!
It does no justice to justice and worse yet, undermines trust in the new justice!
If we would like justice to be dealt with those who steal citizens’ pennies in the cities of Tirana, or with the 10 thousand lek of bribery of employees at state counters, which we have just finally closed, and not with the heads of corruption, then Why did we have to do the Justice Reform, this super-enterprise where our strategic allies also engaged with all their forces ?!
We had the old justice that wept with tears the punishment of those who did not have to pay bribes to the judges!
I am not asking for anything more here than JUSTICE, equal for all, and I speak with my head held high, looking you straight in the eye, because I speak on behalf of a political force in government that has opened the door to the judiciary. cloud to investigate big and small in her backyard! Not only that, I am speaking on behalf of a political force, which has stood on the side of justice, leading the reform and becoming its guarantor, with the power of its example!
But we can no longer keep our mouths shut just to applaud when people associated with our governing force are hit, because it has been almost 5 years since Vetting pulled out of the corrupt court’s prosecution system and we are waiting. It has even produced so much that we have unforeseen problems with gaps in the courts. But what a sense of justice we are talking about when those who turned justice into the living thing market, who grew fat by taking criminals out of prisons and devouring the property of others, today continue their lives undisturbed by the rich!
Where is the new justice with the written request from the European Union that the corrupt people burned by Vetting be held accountable before justice?
Strange and disgusting in fact, that those who do not justify millions of euros of wealth as state employees, are still invisible and inviolable today, while an ordinary citizen who breaks the law, is investigated with roots and branches and punished without hesitation!
I do not know how to explain this creeping reluctance, I know that without punishing the wolves of the old justice, the jackals will continue to wreak havoc under the nose of the new justice! I have my doubts stemming from the early symbiosis between certain exponents of justice with the old politicians who have dominated and still dominate the repressed souls, but I can not believe that the old fear has found its nest in the spirit of the new justice !
Let’s hope it’s only a matter of time before the spectrum of new justice strikes widens. I believe this.

We have been invited here today by the HJC and I, as the Minister of Justice, do not believe that I am exaggerating at all by expressing to Ms. Naureda Llagami the highest considerations for her work at the head of the HJC. Dear ladies and gentlemen, congratulations to the members of this institution for successfully coping with the phase of raising the institution to the height of a difficult task.
I believe that the HJC, HJC, ILD, PP, SPAK, BKH and HIDAA, should start operating without wasting a single minute of time as institutions of control and accountability so that the new justice does not disappoint the expectations of Albanians, with the actions of their inactions.
Judges and prosecutors can not be and act like Robinsons who each shoot with their cane, much less can the judiciary be like hermetic islands where the light of transparency is barred from entering.
Not only vetting, but in parallel the role of ILD in the control and accountability of the system remains essential, while it requires solid coordination and cooperation of all justice institutions, avoiding the current corporatism and reacting decisively to the old reflexes of system.
The country’s constitutional institutions will gradually have to take the reins of the ongoing Vetting over the new justice system, as the Vetting bodies as a temporary process close their affairs.
If we talk about challenges, on the eve of the official opening of negotiations, with a government that has performed its duties and surpassed in front of its citizens, with partners and friends who are close to us unequivocally, these are the challenges I listed a little above. the truth, the real failure of which can extremely damage the justice and Albania itself.
We have the challenge of filling vacancies in the organs of the justice system, we have the completion of the court map, we have the work for digitalization of justice, we have the stock of files awaiting trial on appeal and in the High Court, we have deepening the fight against corruption in a few months from the establishment of the Anti-Corruption Directorate in the Ministry of Justice has brought some complementary encouraging results, etc.
We in the government have the will, we have the skills, we have the passion to overcome difficulties. You are here precisely because it is presumed that you must have both the will, and the skills, and the passion to overcome the challenges of the new justice. Naureda is an example of this and thankfully not the only one. I know all of you here and I know your professional value as well as human positivity. But the challenge of the challenges is for the whole system to run in sync, with nothing but justice. By law and by justice!
Otherwise, if it does not go in sync, if some people think that they can play tricks on the future of the country, or forget that (only) the names of institutions have not been changed here, then this will be harmful and will lead us to confrontation. open.
We are not ready to betray the hopes of Albanians, justifying the procrastination, or the obstacles that people themselves create for justice.
We have neither interfered, nor will we ever interfere in the decisions of justice, but we are neither blind nor deaf, and we can neither be dumb. (I apologize to people with disabilities for the terms I am using. As always they will have my utmost respect).
