Kosovo and Serbia have reached an agreement on energy. In fact, it is about the same agreement that was reached in 2013, was confirmed in 2015, while the parties have already agreed on its implementation plan.
The European Union will also have the role of facilitator for the implementation of this agreement.
The news was also confirmed by the EU special envoy for the Kosovo-Serbia dialogue, Miroslav Lajcak.
“I am pleased to announce that Kosovo and Serbia have just approved the roadmap for the implementation of energy agreements in the framework of the EU-facilitated dialogue. This is a big step forward“, Wrote Lajçak.
Citizens of municipalities in northern Kosovo, North Mitrovica, Leposavic, Zvecan and Zubin Potok, mostly Serbs – have not paid for the electricity consumed since 1999.
Serbia’s chief negotiator, Petar Petkovic, said Pristina had refused to talk about energy and that Belgrade had “forced” it not only to talk, but also to agree on the issue.
The roadmap, according to him, includes a series of steps, deadlines and responsibilities for both parties.
All deadlines start from the moment Elektrosever receives the supply license, Petkovic said.
“Elektrosever will also perform important distribution services, what we have requested and in which we have insisted. Elektrosever will perform distribution services, such as: billing, payment, network maintenance and physical connection of customers. This is very important, because it means that we have autonomy in the supply of electricity to the north of ‘Kosovo and Metohija’.“, Said Petkovic.
He said that after this agreement, the way was opened for talks on the formation of the Association of Serb-majority municipalities in Kosovo.
