The Kosovo government appears to be returning to the pipeline, which it rejected last year.

The Trans-Atlantic Pipeline, known as TAP, received support in 2003 under the Millennium Challenge Corporation (MCC) to bring natural gas from Azerbaijan to Greece and then to other countries.

The inclusion of Kosovo in this project would be done through the terminal in Vlora, Albania. Last year, Kosovo abandoned the project, arguing that the project was economically unfavorable and had a high price.

The Minister of Economy of Kosovo, Artane Rizvanolli in a press conference, held on Tuesday, has made public the content of the Draft Energy Strategy 2022-2031.

“The Government of the Republic of Kosovo is also committed to increase the joint planning of the energy system with the Republic of Albania. [Bashkë]”Investment in natural gas power plants in order to cover the basic demand and / or system flexibility in Albania, but also in Northern Macedonia and Greece, will be considered in order to implement this strategy within the deadline,” she said. .

The American Millennium Challenge Corporation (MCC) had said it would provide Kosovo with a grant of up to $ 200 million, which could be used for gas infrastructure.

The Energy Strategy of the Republic of Kosovo 2022-2031 is one of the basic documents, which defines the main directions and actions for the development of the energy sector over the next 10 years.

The draft of this strategy presented on Tuesday states that options are being considered for the construction of a natural gas-based system in Kosovo, taking into account the fact that Kosovo currently does not have a gas transmission network.

For the construction of an interconnection to connect to gas transmission systems, whether with the Trans-Adriatic Pipeline (TAP), or with liquefied natural gas (LNG) terminals in the Aegean Sea or the Ionian Sea, ie. through Northern Macedonia or Albania, it would take at least 7-9 years ”.

“The eventual construction of an interconnection would enable the operation of gas-based electricity generation and potentially the use of natural gas in industry,” said the 42-page draft strategy published on Tuesday by the Government of Kosovo.

What is TAP?

One of the challenges for many European governments in the coming years is expected to be energy security, as well as access to as many energy sources as possible.

For this reason in 2003, the construction of a natural gas network project known as the Trans-Adriatic Pipeline (TAP) was supported.

Construction of the TAP project began in 2016. The pipeline pipelines start at the Shah Deniz II field in Azerbaijan, pass through the north of Greece, then a considerable part of the territory of Albania from where they enter under the Adriatic Sea to exit again. on the surface in southern Italy.

For the first time at the end of 2020, after much preparation and testing, liquefied natural gas began to flow into the TAP pipelines and arrived in Italy in early January.

This project had received great support from the institutions of the European Union, calling it a “project of common interests.”

European institutions support the Trans-Adriatic Pipeline as they see it as a real opportunity to improve energy security and diversify with gas the European markets, which are mainly dominated by Russian gas.

Russia covers over 43 percent of the European gas market.

In addition, one of the EU’s objectives is to reduce to a maximum the pollution from carbon emissions from coal-fired power plants and other forms of environmental pollution.

Natural gas is considered one of the cleanest fuels with minimal pollution emissions.
