Kremlin spokesman Dmitry Peskov says Russia is ready for talks with Ukraine in Minsk, Belarus’ capital.
But he said this should have to do with declaring a “neutral status” for Ukraine that includes demilitarization.
Russia has always wanted Ukraine to rule out NATO membership.
The President of Ukraine has called for talks with Vladimir Putin, but there is no indication that he will accept the talks on this basis.
Minsk is important because agreements were signed there to end the conflict in eastern Ukraine that erupted in 2014.
By invading Ukraine, the Russian leader is seen to have broken those agreements.
Earlier, Russian Foreign Minister Sergei Lavrov said talks could not be held until the Ukrainian military had laid down its arms.
