Nurses in the health system in the country will be paid based on their performance at work, according to the Minister of Health, Ogerta Manastirliu.
At the First International Conference “The Role of Nurses in the Primary Health Care Service in the Face of New Health Challenges”, organized by the Order of Nurses of Albania, with the support of the Ministry of Health and Social Protection and the Swiss Government, through the project “Health for Everyone ”, Ogerta Manastirliu said that the dignity has been restored to the professionals, starting from the standardized uniforms and the improvement of the working conditions.
“I remember a few years ago how the nurses at QSUT were, it was not clear who had done the sanitation, who the nurse, who the doctor. Today this reality is like night and day. On the other hand, with the vision of the Albanian government and the investment that the Albanian government undertook for the rehabilitation program of health centers, today more than 1 million and 500 thousand Albanians receive dignified services in these health centers. Here I refer only to the first phase of this program, as we are committed and committed that by the end of this mandate, we have completely improved all health centers and ambulances in terms of infrastructure, equipment they should have but above it all and equipping them with the necessary skills for the nursing and medical staff that today serve in dignified conditions ”said Manastirliu.
Speaking about the increase of salaries for nurses, Manastirliu said that the possibility of payment for performance will be seen. “Nurses have better salaries because last year alone, we increased nurses’ salaries by 40%, just as we did with doctors. And the salary increase is a process that has not come to an end, because we will continue with the 6% salary increase this year and 40% within this mandate. But at the same time we will continue to assess the possibility of supporting performance in the primary health care system. “said Manastirliu.
The Minister of Health and Social Protection said that there will be no turning back, when she spoke about the way of recruiting nurses in the country.
“Each of you with your knowledge, meritocracy and transparency enters the health system, and this is to restore dignity to professionals. ‘Nurses for Albania’ is a legal instrument that has enabled us in four years, to include in our health care system 4400 nurses, laboratory technicians, physiotherapists, speech therapists and medical technicians, to be employed through this portal, as well as doctors in our health system“, Said Manastirliu.
Appreciating the role of nurses especially during the pandemic period, Manastirliu said that in the new Primary Health Care Strategy, the nurse takes on a key role in the system.
“The first in the reorganization of primary care centers, in their categorization or in their recategorization to adapt to the needs, demographic developments, epidemiological situation with the status of field health centers, ambulances, 24-hour centers that provide services or even what we we want to build, which are exactly the socio-health centers and family medicine centers. The role of the nurse is placed at the center of the entire primary care system and the steps that this strategy envisages in the function of the development of primary care are towards increasing the role of the nurse in terms of family care service, for which we are working. with the Faculty of Medical Technical Sciences, through a dedicated master’s program for family service nurses“, Said Manastirliu.
The Ambassador of Switzerland in Albania, Adrian Maitre, praised the role of nurses in improving the health service.
“The Albanian government aims to transform the primary health care service in response to the needs of the population. We saw today some percentages of the distribution of health personnel in Albania and we must take into account these figures and specific needs. Switzerland fully supports this goal and we, together with other international partners, are ready to continue our support under the direction and coordination of the Ministry. Together, we can make better use of our resources, whether external or domestic, to achieve national needs and goals“, Said Maitre.
Nurses make up over 73% of all health personnel in Albania, while every year over 1300 nurses are licensed. In the last four years, 4400 nurses and professionals of technical medical sciences have been employed in the public health system through the portal “Nurses for Albania” while over 2300 nurses are on the waiting list on the portal.
