The Minister of Justice, Ulsi Manja, announced this Tuesday that he has requested the dissolution of the Durrës Cadastre Directorate.

I wanted to share with you today it has to do with the Cadastre, legalizations. From the very beginning, we have taken almost the entire directorate as a measure for dismissal. We have referred to the general director the merger of this directorate. These are 2015 legalization files of facilities that have been reviewed by our inspectors. It turned out that these files lacked the most important documentation required by law.
As far as I know, I want to bring to your attention that the issuance of the legalization permit without having the complete documentation in the file is against the law. Issuing a permit without recording the construction period is against the law. After the anti-corruption directorate started the controls, the director in Durrës tried to redo the files with changed data. This aggravates the situation even more. The Minister of Justice also reported two other abusive cases in the Cadastre Directorate in Saranda. Manja said that the reports have been prepared and that both cases are about non-compliance with the court decision.
“The other case that has been considered belongs to the local directorate of the Saranda Cadastre. There are two cases for two citizens for whom the former director has been reported.
In the first case, the former forced and formerly responsible despite the court decisions to suspend the legalization process, the Cadastre continued with the legalization even though there was a court decision for suspension.
The legalized object turns out that it does not meet the criteria by occupying with construction and blocking the road foreseen according to the urban study of the municipality.
The second case is again a dispute with a court decision. Cadastre employees in Saranda consider themselves above the courts. They have given permission despite the fact that the legalized building affects the road infrastructure “said Manja.
