We have a scheme that I do not know who it will serve but it certainly will not serve the people, getting efficient justice from the people. It is impossible for the justice system to function with this scheme yesterday with this way of organizing courts regardless of what are the goals of creating this draft but it is a scheme that will soon collapse. It is claimed that the services, including those of justice, should be as close as possible to the citizen and that postulate “Delayed justice, denied justice” if so far we have had it in few cases, I believe that now this delayed justice will be more evident and tangible everywhere. As the head of the HJC mentioned yesterday, the judicial system and the courts are at their minimum capacity.
Yesterday, the president of the HJC brought as an example the administrative court of appeal in which a judge has 3000 files. With a simple account the effective working days per year are 220. In the best case a judge needs to read a file, reason the decision and give a fair decision at least 1 day. Then within a year a judge by not going to other files completes 220 files. 3000 files an appellate judge takes 15 years to complete. Citizens’ access to justice is almost impossible and ineffective, and this scheme is plunging them even worse into complete ineffectiveness.
