The practice followed by the executive and the Albanian Parliament, turns out that it has not realized and has not provided the opinion of the independent local expertise that has in-depth knowledge of the Butrint National Park, its sub-areas and archeological sites. The procedure followed did not guarantee a wide and in-depth process of public consultation, thus leading to a substandard product and a public debate on this issue. Avoids the audit through independent constitutional institutions of the economic-financial activity regarding the revenues that will be created and the way of their use. Due to the lack of comprehensive consultation, this law is the product of a process that has violated the Resolution of 19 May 2022, adopted by the European Parliament.
