Days ago, the National Audit Office published the audit report of the financial and performance statements for Radio Television of Kosovo, which identified irregularities over the years in this institution.
The RTK Board says that they have analyzed in detail the reports with the findings of the National Audit Office, which will be addressed.
Many of the findings published in the NAO’s reports by the board have been evidenced in the previous months by them and the current management, and some of them have already been addressed.
“As in the phase of receiving the report, the Board and Management of RTK have agreed with all the findings of the CAO and pledge to address the recommendations presented one by one as soon as possible.
Many of the findings published in the NAO reports have been identified in recent months by the current Board and Management, and some of them have already been addressed. For example, finding service contracts is already a resolved issue, as such contracts for regular jobs have not been extended to RTK. External collaborators, in addition to contradicting the program needs, are engaged without a transparent and competitive process in complete denial of benefits defined by the Labor Law, as noted by the NAO in its report.
Evidence of attendance is also being done and the absurd decision has been repealed, which freed from the identification of 58 employees with mainly managerial positions. No one at RTK will receive payment if they do not show up for work. Beyond that, there will be a performance appraisal for all RTK employees, according to the legislation in force.
Upon the recommendation of the Board and after a detailed analysis of the internal documentation, internal controls have been strengthened in order to eliminate irregularities regarding the promotion, systematization, and observance of working hours. This has resulted in the termination of employment contracts with RTK for a certain number of employees, who during the inspections have declaratively or tacitly refused to comply with RTK regulations. On the other hand, the recruitment of RTK staff will be done in accordance with the legislation in force and internal regulations, taking into account the needs of the program.
Also, one of the first decisions of the RTK board upon taking office was the termination of marketing with compensation (non-monetary exchange) where, as the CAO finds, the principle of fair value has not been applied to RTK. The purchase of information products and new contracting for the purchase of news from local news agencies has also been suspended.
Taking into account the findings of the Board in the previous months, which are already confirmed by the CAO, the current Board on January 19 of this year dismissed the General Director of RTK, Ngadhnjim Kastrati due to mismanagement with RTK- in.
In the spirit of active and dynamic work demonstrated in recent months, the RTK Board will rigorously and with priority oversee the drafting of an action plan in RTK for the full implementation of the recommendations of the two NAO reports within legal deadlines.
The Board has already established an internal audit committee of three members, two of whom are external, who have been recruited through public competition. This is the first time the law has been respected and the two committee members are outsiders. In this way, the Internal Audit Unit will be strengthened, and its independence will be ensured, which will affect the better functioning of RTK, as well as immediate measures will be taken as soon as possible irregularities are identified. .
The RTK Board has approved the new programming scheme for 2022 only after ensuring that the needs of different groups of the public are taken into account in the RTK program. In this context, the Board from its ranks has established a commission that will oversee the implementation of the program scheme. To receive suggestions and remarks from citizens and implementing the Law on RTK, the Board has appointed through a public competition, the Public Advisory Group.
The RTK Board assures the public that it will continue to continuously address the recommendations of the National Audit Office in order for RTK to function in accordance with the requirements of the public deriving from the Law on RTK, the statute, the standards. professional and internal regulatory. With the commitment that will be made in addressing the recommendations of the NAO, but also addressing many other issues, the reports of the NAO in the next year will show a significant improvement of the situation and better and more efficient management, it is said in the communiqué of the RTK Board ”, announces the RTK board.
