The Minister of Foreign Affairs, Olta Xhaçka, addressed the Assembly on the draft law aimed at the Ratification of the Financing Agreement between the Republic of Albania and the European Union Commission, regarding the Annual National Program for Albania for 2020.
According to Xhacka, the program offers support in the amount of 105 million 421 thousand 991 euros, of which, the maximum contribution of the European Union reaches 103 million euros.
“These are funds that come in the form of grants in support of a series of priorities identified in the National Strategic Document 2014 – 2020.
The IPA 2020 package envisages a number of actions that make a significant contribution in this regard. Starting with the support for important reforms in order to increase the performance of the public sector. Support for increasing the participation of Albanian institutions in EU programs and agencies by making a special contribution to achieving the objectives of the Stabilization and Association Agreement (SAA), especially those related to education and training, research cooperation and technological development . Support for capacity building and accountability of public administration as part of the EU Integration Instrument, through expertise in institution building, implementation of reforms or even for all links provided by the IPA process starting from programming to monitoring and evaluation “, said the Minister of Foreign Affairs.
This package, says Xhaçka, will be used for justice reform and will allow the OMN to fulfill its constitutional mandate to monitor the vetting process in accordance with the revised Annex of the 2016 Constitution of Albania.
Second, this package makes a significant contribution to tackling the effects of the Covid 19 crisis by helping to mitigate the impact of this crisis, reducing macroeconomic effects, and ensuring that vulnerable businesses and the needy benefit from economic support.
