Former Minister Tahiri is allowed to appeal to the Supreme Court, 45 days from the issuance of this decision.

Tahiri refused to comment on the decision for the media, while he hurried to make a phone call before being escorted to the “313” prison in Tirana.

According to the court, Tahiri with his actions and inactions has influenced the spread of the phenomenon of cannabis cultivation. He was charged with the criminal offense of “Abuse of Duty”.

It was also decided to reject the request of the defendant Jaeld Çela for the replacement of the security measure “Prison arrest”. Saimir Tahiri and the former head of the Vlora Police, Jaeld Çela, were found guilty of the criminal offense of “Abuse of Duty”.

The former minister was sentenced to three years of probation, while Jaeld Cela to three years and four months in prison. In November 2017, the Prosecution accused Cela of collaborating with Tahiri in aiding the Habilaj gang to traffic drugs.

Cela turned himself in to police in May 2020 – after two years on the run. While he was charged with the criminal offenses “Cultivation of narcotic plants”, “Trafficking in narcotic plants” and “Structured criminal group”.

The Serious Crimes Court only charged Cela with abuse of office and sentenced him to 3.4 years in prison.

On the other hand, the former minister was sentenced to only three years of probation on the reclassified charge of “abuse of office”. it was also decided that, for at least a few years, he would stay out of political life. This decision of the Prosecution was appealed by Tahiri, who took the case to the Supreme Court.
