I tried with great interest to follow the words of my socialist colleagues who had a common denominator “to be ashamed that they are allocating 80 million euros to some firms and companies that have received tenders and concessions in a corrupt manner, with 99% of the value to the 10 favorite clients of the government… to lower your head in shame ”were the words from the beginning to the end that you are not voting for the corrupt act brought by the government today. I do not know what more needs to be done for the government to lower its head and apologize, that every time they come here to Parliament, they do not once adopt an act that serves the citizens.

What about the normative act on construction prices? First of all, this normative act can not be called such, because the Assembly has been convened and there is no reason for the Assembly not to act, but in a hurry they have made an illegal legal act, which should in fact to pass it in normal procedure, with a normal law and all here in Parliament to discuss the effects. They are giving them 80 million euros, again, they are amnestying them for not doing the job, while today the citizens pay the increased, salty prices of all the products that are on the market and have absolutely no compensation from the government.

I have endless cases here, of every company involved in the reconstruction process, which in fact are only the 10 favorites of the government, which start and end with Safet Gjici, who will receive the 80 million of the government, while so much of the Basque Country, is the whole package that has come to the aid of the economy and who needs to hear it, this package has completed its effects. So it is no longer in force.

On the other hand, said a little colleague Sula, these companies, apart from the fact that most of the tenders have been awarded 99% of the value, all companies have a connection in one way or another with the government.

And what does the government do? With this normative act he takes care to secure profits. He takes care that they do not lack income, he takes care to compensate for the increased prices.

While when we told the government that prices are rising, there are difficulties in the market, the government denied it. The minister came out today, she said “yes, it is true, prices have increased since September”. what war was there in september? what effects did it have in september? In addition to the inability of the government to create an economic model, which is based on internal dynamics, an economic model that promotes production, that encourages the farmer, that supports the farmer and that sets the budget at the service of groups in need. But no, we come to Parliament again and pass a normative act, which is again in the service of the oligarchs, of course, those who support the government.

A few days ago, together with Ms. Felaj, who has received the right to speak here and give the floor to everyone in this session, we discussed a corruption survey. It was the alarm bell! Corruption in the past 5 years has worsened, the outlook for the next 5 years is extremely bad, but what is more important, was that corruption, today businesses, oligarchs, pay the government to pass laws here in Parliament. This is the capture of the state, the capture of the state at the highest level, when the Parliament, which should be ashamed, lowers its head here, reminds us of the shame why they give 80 million euros to companies that have given tenders and concessions themselves . Because why did he definitely have to compensate them from 5 to 30%, if prices had not increased by 5 to 30%? Do you formalize, in a nutshell, this price increase that has occurred today in the market and come here tell us about road construction? No kilometers built, except those given on concession.

They come here to tell us about the IMF suggestions, but what did the IMF say? Not to approve fiscal amnesty, because fiscal amnesty, just like this act you are going through here, is corrupt, because they undermine equality in the market, as this act undermines equality in the market. Today what is happening with honest businesses that pay taxes, while wanting to legalize the corruption money of the past 8 years, is extremely worrying. And it had to be worrying for the government as well.

But what do they do? They call into question the fiscal amnesty which, in principle, in itself, amnesties anyone who has lied to the law, anyone who has broken the law and makes 0 the value of this Parliament, the value of the cartoons that the socialists raise whenever they pass an act and make it 0 anyone who has been honest before the law and has paid taxes these last 8-9 years even increased.

With the fiscal amnesty that the government brings, it actually does two things. First, it pardons all evaders, including the incinerator company. But on the other hand, it gives wings to continue to lie to the state in the future. The more you lie to the state, the better it gets, because in the future you will have another fiscal amnesty. The worse you behave, the more tenders you receive, the more you break the law, the more you will to be favored by the government. While anyone who honestly pays taxes, anyone who lowers his head and does not raise his voice even for increased taxes, they will be penalized, righteous! Parliament will always vote for the strongest, will support the strongest, the oligarch, the one who receives the tender, the one who breaks the law. Because this is the principle of Rama, this is the principle of this government.

I believe that today we are doing a civic act if we vote against this normative act, which did not have to be considered normative at all, it did not have to come to Parliament at all. Today we do an honor to the Albanian citizens by removing 80 million euros of additional theft for the government’s favorite companies. This is the honor that every member of Parliament should do to his voters! This is the honor I have to do to the state budget.

Almost 2.2 billion euros of corruption in 8 years, we can not close our eyes and continue to allow this to happen. We can not become part and justify theft and corruption! You can not lower your head and force yourself to vote whenever they need you!
