The number of visits to the primary care increased last year by 14.8%, but the nursing staff has suffered a decrease, INSTAT reported.
In 2021 the number of primary care visits reached over 7 million, up from 6.1 million in 2020, but there were 6,842 nurses in the public service, up from 6,863 the year before. The body of employees in this field is emigrating at a fast pace to other countries, especially to Germany. Compared to 2020, the number of nurses in this service has decreased by 0.3%.
In 2021, the number of doctors in primary care has increased by 0.6%, compared to the previous year.
Primary care is the first contact offered to the population for public health and promotion services and has a significant role in preventing the burden of disease.
Public expenditures in the health sector for 2021 are 63,570 million ALL. These expenses constitute 10.67% of the total public expenses for the year 2021 and occupy a share of 3.36% in the total GDP.
Public expenditures on health, expressed as a percentage of GDP, have increased by 0.23 percentage points, while expressed as a percentage of total public expenditures, they have increased by 1.01 percentage points, compared to 2020.
Primary Care Services, their financing and abundant information about them are the mirror where a country shows the importance it gives to the health of the population, prevention, early care, vulnerable groups, etc. Different states have different reporting methods on sources of expenditure and items of expenditure in primary care.
But most of the countries in Europe, especially the developing ones where Albania is a part, have little information about the indicators that measure the performance of services in primary care.
This service in Albania is financed by the Mandatory Health Care Insurance Fund. But, as the public expenditures for health have been increasing year after year, the funds for the primary service are decreasing in relation to the total funds. For example, in 2016 the expenses for the primary service were as much as 18.2 percent of the public funds for health, while in 2020, the funds that financed the primary service occupied only 14.3 percent of the total budget of the Fund.
Primary care services in Albania mainly represent general ambulatory care and are part of the Budget of the Mandatory Health Insurance Fund.
WHO values high investments in primary care as the clearest indicator of how a country has placed health as a priority. In middle-income countries, investments in the primary service line increase the quality of services and have a high impact on disease prevention.
