The Committee on Economy has approved amid fierce debates passed the normative act for the compensation of companies that perform public works for increasing prices from 5% to 30% of the value of materials.
Allegations that the builders will abuse the initiative that the government is taking by subsidizing them have come from both the opposition and the majority itself.
Socialist MP Erion Brace said that the rise in prices, more than the war, is coming from speculations in the domestic market.
“This act legalizes the increase of prices. How long it legalizes the price increase is also very important and how long is this price increase that we will legalize. We have accepted it worldwide, I keep saying that we in the vast majority of raw materials not only have concentration, but we also have abuse. “The market, yes, has the dynamics of war inside. “Payments are made against concrete situations, the price and the invoice for the purchase of the material will be looked at, the price is taken on the day he bought the material. But it is not always compensated more than 30%. ”- said Mimoza Dëmbi, budget director
Deputies have demanded more transparency as to what projects will be subsidized and how much this initiative will cost the state treasury, for which no figures were given.
“Calculations have been made because this is a cost and will burden the state budget. Which means how much will the value be? ” – said Eduard Shalsi, chairman of the commission
“What weight of that contract this product occupies, the account must be made until the end. The concern I have is the reference point of the price increase and the measure it occupies in the value of the investment in the bill they will pay. Albanian taxpayers do not have to pay the cost of companies that are barely mobilized or that have taken 10-15-20 jobs. “Companies that have won the contract with 90% of the fund limit and above, I do not have to pay them.” – said Erion Brace, MP SP

“We are talking about contracts from January 1, 2020, but this does not mean receiving compensation for work done before. Only the evaluations of the works from the day when the normative act enters into force until the end of the year. ” – said Mimoza Dëmbi, budget director
According to the normative act, the compensation for construction materials will benefit the operators that are implementing infrastructure projects as well as those of reconstruction.
