Let us dwell on a few concrete cases that reveal a massive phenomenon. The mother of an important former director in the Ministry of Health is employed in a company that supervised her daughter. The company pays the mother of the former director 29 million ALL per month.
It is about the former director of pharmacy at the Ministry of Health Shpresa Bello. She was appointed commanding director in the Ministry in 2014. The first scandal that accompanied Hope Bellon was her education. She had graduated from Crystal University but had not been able to take the state exam by failing the test twice. Once in 2012 and once in 2013.
Her appointment was made based on the connections her father Pajtim Bello had. He is known as a former deputy energy minister in some left-wing cabinets. In 2013, by order of Minister Arben Ahmetaj, the Composition of the Supervisory Council of the Energy Distribution Operator was changed. The move was a favor for Bellon who was appointed chairman of the supervisory board. Using connections Bello employs his three daughters in important positions in the Ministry.
His little daughter Hope Bello would be commanded director of Pharmaceuticals. Taking this position would start the dizzying profits of the Bello family. The Director of Pharmacy at the Ministry was part of the working group for granting the laboratory concession. A concession quite criticized after depriving the state of all rights and transferring it to the private sector. But with the publication of the payroll, this concession reveals a clear history of conflict of interest and profit by taking advantage of the task.
The winner of the concession was a consortium consisting of the companies “Exalab”, “Labopharma” and “AB Laboratory Solutions BV”. The last two are companies owned by businessman Janis Karathanos who owns 75% of the laboratory concession. The shares of these two companies are controlled as final beneficiaries by the other company “Pegasus”. This is where the interests of former director Bello come into play. In the Pegasus company, it turns out that the administrator was Nazife Bello, the mother of the then director of pharmacy in the Ministry, Shpresa Bello. Referring to the April payroll which was made public, Bello appeared as a management analyst and was paid a full 29 million ALL per month.
She benefits from this fat salary from the concession company even after her daughter has been fired. So, this leads to the suspicion of a pact extended in time as a reward for favoring the granting of the concessionaire worth over 100 million dollars. Pegasus Med and Evita shpk have won three “fat” tenders in cooperation with each other in terms of kits and reagents. In September 2020, this union of operators was announced the winner for the purchase of kits and reagents that enable testing with the NAT method, for the value of 77.7 million ALL. The value of the contract was as much as 99% of the limit fund, while there were no other competitors in the competition.
Favorites do not end there. In 2021 the union of these operators was declared the winner on the same day for two tenders for the purchase of kits and reagents. One was in the amount of over 48 million ALL, where the limit fund was not defined. The only participants in the competition were the companies Evita and Pagasus. While the second tender was won for the entire value of the limit fund set. Only these two companies that participated in the joint procedure turned out to be participants.
The threads of the company “Evita” identified as a collaborator with the company where the mother of the former director receives a salary of 29 million lekë lead to one of the businessmen who owns several private hospitals. Evita shpk is suspected to be a shadow company of the American hospital. The company was originally owned by Majlinda Fetiu, who is the daughter of Klodjan Allajbeu’s uncle, administrator and owner of the American Hospital. Later this company was sold to Ertel Kërçuku and the subject “Arimo”, a Dutch company.
