Gisel Leka, a minor from the village of Mokër in Pogradec was born with severe hearing problems, almost deafness.
The doctors recommended the placement of the cochlear implant as soon as possible, otherwise the child would have trouble speaking.
The Cochlear Implant is another health package promised to be 100% reimbursed by the state. But for Gisel and his family, the demand for implant placement would go through legal battles.
The minor’s grandfather confesses how difficult it was for him to receive this service.
According to him, if it were not for the two organizations that assisted him in pursuing this case, it is not known whether a solution to the child’s problem would have been reached.
Cochlear implant is the most expensive intervention that is reimbursed by the Albanian state. With a total cost of 29 thousand dollars, which includes the intervention and placement of the implant that restores hearing. This package did not become active for a long time depriving about 20 patients a year, mostly minors, of the right to service.
Today Denise is 9 years old, and because the cochlear implant was performed too late, when he was almost 7 years old, there are many difficulties.
Only a short time ago, his parents heard him pronounce the words “ma” and “ba”. The situation would have been completely different if he had undergone the implant when he was two years old.
Currently his parents are forced to move to Pogradec, where they have rented a house and every day they send the boy to physiotherapy, which costs 1 thousand ALL per session.
“We came in contact with a minor patient who was not there and then we referred him,” said Denisa Canameti, TFL health expert. The Albanian Helsinki Committee, considering it a serious violation and health discrimination, sent the case to court. But the battle for justice took time, and Giselle was in danger.

Gisel was able to place the cochlear implant only after the battle in court. The decision even provided for compensation in the amount of 60 thousand euros for the delays caused. So, an amount that is paid by Albanian taxpayers due to abuses by health officials.
Giseli was lucky and can now hear without problem. But, not everyone has had this luck as the cochlear implant has been one of the most problematic packages.
The service in question was performed for the first time in 5 small patients during 2020, in the Otorhinolaryngology service, otherwise known as the French hospital at QSUT. This intervention has age criteria and is placed in early childhood. In early March 2022, the Minister of Health Ogerta Manastirliu announced that this costly intervention has benefited 20 children so far.
