After failing to persuade Putin to stop the war in Ukraine between his representatives, UN chief Antonio Guterres went to Moscow alone on Tuesday to hold a meeting with the Russian president.
But in anticipation of talks with the Kremlin chief, it was Russian Foreign Minister Sergey Lavrov who first received him, where he shared views on what is happening in Ukraine. Guterres at the meeting embraced the idea of a ceasefire.
“We are extremely interested in finding ways to create the conditions for an effective dialogue, those for achieving a ceasefire as soon as possible, and of course the conditions for a peaceful solution to this conflict.”
He nevertheless expressed concern over the continuing reports of human rights abuses in Ukraine, saying that evacuation corridors for civilians should be set up urgently.
“I’m concerned about the recurrence of episodes of violence and human rights abuses in Ukraine, and the authorities are also investigating war crimes in order to hold those responsible accountable. “But at the same time we urgently need the establishment of humanitarian corridors, to save all endangered civilians.”.
Lavrov, for his part, promised co-operation to facilitate a humanitarian response and explained the reasons for Moscow’s anger with the West.
“The situation in Ukraine has become a catalyst for a large number of problems, which have accumulated over the past decades in the European and Atlantic regions. “The West has for years despised the principles of multilateralism, has taken tactics of entering the world arena of a one-sided world order for it to last forever.”
But during the talks in Moscow, its forces on the ground did not stop the attacks not only in the Donetsk and Luhansk regions but also in the separatist region of Transnistria in Moldova.
The Moldovan president said there had been a series of attacks in the area, urging citizens to remain calm as any necessary measures were being taken.
If Russia takes control of Transnistria, it could enable its forces to move to Odessa, a strategically important port city, from the west. In the latter, Ukrainian officials said the Russians had hit a bridge connecting the south of the city with Romania.
