The UN Security Council on Friday unanimously approved its first statement on Ukraine since Russia’s invasion in February, supporting the Secretary-General’s efforts to find a “peaceful solution” to the war.
The statement, drafted by Norway and Mexico and seen by AFP, did not support a mediation attempt by Antonio Guterres, as set out in an earlier version of the text.
“The Security Council expresses its deep concern over the maintenance of peace and security in Ukraine.” was stated in the text adopted on Friday.
Juan Ramon de la Fuente, Mexico’s ambassador to the UN, told the media:
“The ratification of the declaration shows that the Security Council is united in its support for the United Nations and its Secretary-General in finding a diplomatic solution. Both our countries continue to call for an immediate cessation of hostilities. Since this statement was adopted, it shows at least a willingness to move in that direction. As we have said, this is a very initial first step. And yes, I totally agree with you – it took us more than two months. “But there is always a day to start, and I hope that was the day.”
The 15-member Council also “recalls that all Member States have undertaken, under the Charter of the United Nations, the obligation to resolve their international disputes by peaceful means”.
The text ends by asking Guterres to submit a report to the council after the declaration is approved.
The declaration is the first manifestation of unity by the Security Council since the start of the war in Ukraine.
