State Department approvals for arms sales simply mean that the sale is not a problem for the US administration.
If the U.S. Congress does not challenge the Department’s decision within 30 business days, the administration begins negotiations on the contents of the sales package with the state for which the sale was approved.
At the end of these negotiations, the US offers a letter of offer to that country. If the offer receives a positive response, the purchase process takes place.
