Investigations last year revealed that former Prime Minister Joseph Muscat had created a “culture of impunity” against government collaborators and allies.
Muscat resigned in January 2020 following public protests against the protection of allies being investigated into the journalist’s death.
His successor Abela has said he will strengthen governance and press freedom but Galicia activists and family members say investigations have failed.
