The European Union is preparing to give Ukrainians the opportunity to escape the war and stay and work in the 27-nation bloc for up to three years.
Senior European officials said EU countries would receive aid to cope with the arrival of refugees.
“At least 400,000 Ukrainian refugees have entered the EU so far. We need to prepare for millions“, Said EU Home Affairs Commissioner Ylva Johansson after a visit to a border point between Romania and Ukraine.
Johansson said he hoped EU interior ministers would agree on a protection scheme for those fleeing Ukraine on Thursday.
The ministers on Sunday urged Johansson to prepare proposals to promote the EU’s interim defense directive, drafted after the 1990s war in the Balkans, but which has never been used.
Designed to deal with mass arrivals of displaced persons in the EU, it provides the same level of protection, for one to three years, in all EU countries, including a residence permit and access to employment and welfare social.
