The Macedonian legislators finally received three of the four documents related to the much-debated French proposal, which claims to pave the way for the resolution of disputes in Sofia, and therefore, the opening of negotiations with the EU.
Ambiguities, however, continue to surround this process. But what does the France proposal contain? It consists of 7 points, however the part that has sparked the most debates is related to language and historical past.
In the French proposal, the Macedonian language is defined as such, i.e. the Macedonian language without additional clarifications or footnotes, but at the same time it is underlined that in relation to this issue, the EU will take into account the statements of both states, Macedonian North and Bulgaria.
Pavle Trajanov, of the Democratic League, has drawn up some conclusions on which he says the parties can discuss. Among them, he demands that the negotiating framework recognize the Macedonian language as official without any possibility for unilateral declarations, while he demands that bilateral issues not be part of the framework.
In the fourth point of the French proposal, in addition to the obligation to carry out reforms, it is emphasized that, “The Council in this regard welcomes the intention of North Macedonia to initiate and achieve as a matter of priority the constitutional changes, with the aim of including in the Constitution the citizens who live within the borders of the state and who are part of other people, like the Bulgarians”.
Apart from the language, the claim of constitutional changes in order to include Bulgarians in the Preamble of the Constitution has caused great debates. In the third point of the proposal, it is emphasized that, “On North Macedonia’s path to membership in the European Union, the Council recalls the importance of achieving tangible results and implementing bilateral agreements in good faith, including the Prespa Agreement with Greece and the Treaty (agreement) for good neighborliness with Bulgaria”.
