Ukrainian President Volodymyr Zelensky on Monday night described the bombing in Kharkiv as a war crime.
Nine people, including three children, were killed after suspected Russian cluster bombs hit residential buildings in Ukraine’s second city.
In his statements before the attack in downtown Kharkiv, Zelensky said there were eyewitnesses and civilians who had been deliberately targeted.
“Russian forces fired rockets at Kharkiv,” the Ukrainian president said in a speech to the people late at night.
The chief prosecutor of the International Criminal Court, Karim Khan, has reportedly opened an investigation into the Russian occupation, saying he believed there was a “reasonable basis” for believing that war crimes or crimes against humanity had been committed in Ukraine.
