From this increase, about ALL 13 billion, or half of this increase came from VAT. Value added tax at the rate of 20% is paid by citizens on every liter of oil, food product or anything else that consumes and is the main item that fills the Albanian budget.
Other tax items have also increased, starting from excises, to royalties, profit tax and personal income tax on citizens’ salaries.
The government gets more money from excise because it indexes it with inflation from January 1, gets more money from royalties that are being sold at higher prices in international markets, while the fall in unemployment and the increase in turnover has brought more social contributions and tax collection.
Meanwhile, according to the data from the Budget, it can be seen that the measures that the government has taken in the Social Resistance package to directly support pensioners, the needy, public transport and oil farmers without taxes reach the value of 6.93 billion ALL, only 25% of the value. which was collected in the first three months of the year.
231,289 thousand pensioners who receive a pension higher than half of the minimum wage were also excluded from this package. Only ALL 2.1 billion, or 8% of these additional receipts, would be enough to help them.
In terms of spending, in these times of crisis the government is trying to save. Capital expenditures for hospitals, roads and investments have been reduced to significant levels, while operating expenditures have increased by only ALL 2.5 billion more than expected. In these conditions, the Budget is “fat” with a surplus of ALL 22 billion, 8.3 billion more than planned.
But this surplus according to government forecasts will be absorbed by a huge pit that is creating the energy crisis. ALL 28 billion have been set as a guarantee to keep the price unchanged for small businesses and families, while recently the Ministry is rethinking to change this scheme.
