The change of the court map in the country that understands the reduction of some courts has brought the reaction of the lawyers of Fier by announcing the boycott for almost a week of court cases.
The head of the Chamber of Advocates in Fier, Ermal Hamataj in a statement to the media said that from today in Albania there are 3000 lawyers who will boycott court hearings as the last attempt to “change the mind” of the HJC for the so-called “New Court Map”.
Hamataj said that only security measures are not boycotted, while if the Ministry of Justice and the High Council of the Judiciary do not change this law, then the steps they will take will continue for a month.
“Some actions are being taken related to the reformatting of the system in Albania, these exits are addressed to the public and those who have in their hands the new court map. For at least two months, the HJC and the Ministry of Justice have made a new court map, which means the closure of some Courts of First Instance, the closure of some administrative courts of first instance, the appointment of only one Court of Appeal in all Albania by closing the other five courts. The new map that has been approved and is expected to be sent to the Council of Ministers to prepare the DCM. Two administrative courts of first instance one in Lushnja one in Tirana, one Court of Appeal in Tirana and one Court of Appeal with general jurisdiction which is also based in Tirana.
Decisions have been taken to reduce the number of courts in the judicial districts of Lushnja from January with the logo of the judicial district of Fier, the prosecutor’s office of Përmet, Lushnja, or Kavaja. What is unfortunate is that the bar association as a primary interest group in this matter has prepared some opinions that have gone in writing, but it has been a disregard at maximum levels, the chamber has raised concerns not only that it has concern the lawyer’s room but concerns related to the excess of people, the access of people is being violated in order to have a fast, fair and legal process, we have decided that from tomorrow, 14 to 17, to boycott all criminal, civil hearings , administrative and family with the exception of security measures which for the time being will not be boycotted, but if there are still no reactions there will be an extension of the boycott.
This hurts the citizens, if with the current system where we are despite the justice reform that has delayed the processes and made it impossible to have a quick process instead of correcting it by appointing new magistrates, the courts are closing. It is in the best interest of the HJC but not of the citizens, what is valid is that if until yesterday Delvina, Himara, Saranda had the Appeal in Vlora, think now that they will go to Tirana“, Said Hamataj.
